NSW Police Firearms Registry

Owner: NSW Police Force Firearms Registry
Role: Product Design / UX Lead.

Overview

The NSW Police Force Firearms Registry manages firearm licensing, permits, registrations and compliance activities for firearm owners and organisations throughout New South Wales. As Product Design and UX Lead, I worked across a range of digital transformation initiatives aimed at modernising customer and staff experiences, improving service accessibility and identifying opportunities to streamline complex administrative processes. The project involved collaborating with operational policing teams, registry staff, firearm owners, industry representatives and government stakeholders to better understand user needs and support future service improvements.

The Challenge

The Firearms Registry operates within one of the most heavily regulated environments in government, requiring strict adherence to legislation, policy and security requirements. Many customer journeys involved complex processes, substantial documentation requirements and interactions spanning multiple channels.

A key challenge was balancing user expectations for modern digital services with the operational and legislative obligations of the Registry. Any proposed improvements needed to maintain compliance and security while reducing friction for legitimate firearm owners, clubs, dealers and Registry staff who relied on the system to perform critical regulatory functions.

Research and Discovery

Discovery activities focused on understanding the end-to-end experience for both external users and internal staff. This included stakeholder workshops, interviews, process reviews and collaborative design sessions involving Registry personnel, operational police representatives and customer groups.

Research examined current workflows, service pain points and opportunities for improvement across licensing, permit applications, compliance and registration processes. The findings were synthesised into customer journey maps, service blueprints, personas and opportunity assessments that provided a shared understanding of the current-state experience and informed future design decisions.

Defining the Experience

Insights gathered through discovery were used to define improved service experiences that aimed to simplify complex processes while maintaining legislative compliance. User journeys were redesigned to reduce unnecessary complexity, improve navigation and provide clearer guidance throughout key transactions.

Wireframes, prototypes and service design artefacts were developed to communicate future-state concepts and support collaboration with business and technical stakeholders. Particular focus was given to helping users better understand requirements, complete tasks more efficiently and reduce common points of confusion throughout the application and approval process.

Outcomes

The project established a clearer understanding of user needs and operational challenges across the Firearms Registry service ecosystem. Through user-centred design and stakeholder collaboration, opportunities were identified to improve service delivery, simplify customer interactions and enhance the efficiency of internal processes.

The resulting recommendations, design artefacts and future-state concepts provided a foundation for ongoing digital transformation initiatives within the Registry. The work helped promote a stronger focus on customer experience while supporting the Registry’s core responsibilities of public safety, compliance and regulatory oversight.
